Calgary man jailed for a triple murder says he would educate about honour killings if released

A triple killer who claimed he was trying to maintain his family’s honour when he shot his newly married sister, her husband and their friend in 1991 claims he wants to educate people about honour killings if he’s released from prison.

Daljit Singh Dulay, 49, is serving a life sentence with parole eligibility at 25 years for two counts of first-degree murder and one count of second-degree murder, and recently applied for unescorted passes from prison and day parole.

According to a Parole Board of Canada decision on the case, Dulay believes he could be deported to India when he’s released or else will reside in B.C. He is eligible for full parole in 2016.

In the written decision, the board writes that Dulay’s beliefs on honour killings were instilled at a young age while in India. In 1991, his family urged him to “handle” his sister after she had married a man the family disapproved of. After he tried and failed to persuade her to break off the marriage, Dulay was told to do “whatever it takes.”

Dulay hired a private investigator to find the 20-year-old woman, Kulwinder Dulay, bought an assault rifle and waited for her and husband, Gurdawr Singh Dulay, 28, in a northeast Calgary parking lot where he gunned them down and also killed a friend, Mukesh Kumar Sharma, 28, that was in their vehicle.

The board said that while he was incarcerated, Dulay participated in a role-playing program more than 10 years ago, and now believes the murders were wrong.

“You stated several times during the hearing that honour killings were wrong and stupid, and that you were very ashamed and remorseful for your actions,” wrote the board.

He wants to return to his Indian village and claimed he will speak out about honour killings, but when pressed to provide details of how he would address those beliefs, he offered few details.

“You could not provide specific information on how you would be assertive and stand up to those who may still find you a hero or pressure you to somehow be involved or condone honour killing beliefs, other than to say you would just say ‘no’ and walk away. During your final words, you said that your goal was to educate your younger family members with respect to honour killings,” wrote the board.

The board said it believes his risk level is undue and is concerned about his lack of insight on honour killings, and for those reasons it decided to deny him the unescorted passes and day parole.

In 2009, he was denied early parole by the courts.
