Thousands of residents return to their homes as floodwaters recede in northeastern India

GAUHATI, India — Thousands of people living in relief camps are returning to their homes as floodwaters begin to recede in northeastern India.
Hungry and exhausted residents of remote Assam state waded through stretches of water Tuesday to return to their mud-filled homes after the worst monsoon floods to hit the state in a decade.
Nearly half a million people took refuge in relief camps set up in government buildings after the devastating floods killed 95 people and left 14 missing in Assam.
Army Lieut. Col. N.N. Joshi says soldiers are using helicopters and speedboats to supply food and drinking water to the nearly 2 million people affected by the floods.
As the waters recede, local administrators are considering ways to dispose of the rotting carcasses of hundreds of thousands of cattle.
